Explosive Safety Siting

Explosive Safety Siting (ESS) software is a GIS based tool that is required for creating and verifying Explosive Safety Site Plans for DoD ammunition storage sites. We specialize in explosive safety siting, quantity-distance analysis, creation of explosive safety site plans, and training on the ESS software.

 

Site Plan Package

Horizon specializes in developing explosives safety site plan packages (ESSP). ESSPs are documents that outline how an organization meets government criteria for the safe storage of ammunition and explosive materials. What sets us apart from competitors is the ability to create, manipulate, and analyze the GIS data needed to operate ESS.

 

In the last 15 years HG has provided ESS support to almost 100 different DoD installations worldwide.

Explosive Safety Services:

ESSP Package Creation • Multi-part PDF file with information about ammo storage scenario. All packages approved by DoD Explosive Safety Board.

ESS Software Support • HG will load all GIS data into ESS software and conduct analysis to create required items for ESSP.

GIS Support • HG will work with client to acquire or create GIS data needed for ESS analysis. HG will create Explosive Safety Quantity Distance (ESQD) arcs required for master planning.

Confidentiality • HG understands that confidentiality is paramount to clients’ needs. All data received by HG will be returned to client upon mission completion.

Current

  • Trained over 100 Army, Navy, and & Civilian students in the Explosive Safety Siting (ESS) Software.

  • Instructed alongside Navy Civilians to provide ESS V6 training to ARNG and other DoD users.

  • Attended ARNG Construction and Facilities Maintenance Officers University (CFMOU) Conference from 2007 – 2012.

  • Taught a course and gave a briefing to ARNG Officers on the ESS software Provided on-site training to a Navy COGO facility

  • Provided ESS training and on-site support to over 10 Army National Guard states

  • On-site and off-site support of National Guard Bureau and over 30 ARNG State Safety Offices. Successful completion of 12 Explosive Safety Site Plans for ARNG installations.

  • ESS support and GIS data creation for siting of goverment owned ammunition plant consisting of over 300 ammunition storage facilities.
